Pakistan establishes Petroleum Price Stabilisation Fund to manage fuel price volatility

The federal government has established a Petroleum Price Stabilisation Fund (PPSF), creating a dedicated mechanism to help manage fluctuations in international oil prices and reduce the impact of volatile fuel costs on the domestic economy.

According to an official notification issued by the Finance Division, the fund has been established following the approval of the Federal Cabinet and will operate as a separate public account under the Federation. The initiative is aimed at strengthening the government's ability to manage petroleum pricing during periods of sharp movements in global crude oil markets.

Officials said the concept of the PPSF had been under consideration for some time, with recent volatility in international energy markets accelerating its implementation. Similar stabilisation mechanisms are already in place in several countries, where funds are accumulated during periods of lower oil prices and utilized to cushion consumers when prices rise.

Under the approved framework, all proceeds received for the Petroleum Price Stabilisation Fund will be credited to a newly created accounting head within the Public Account of the Federation. The move is intended to institutionalize a transparent mechanism for managing petroleum pricing while reducing fiscal pressures associated with sudden fuel price adjustments.

The Finance Division clarified that the operational framework of the fund is still being finalized. The Ministry of Finance, Petroleum Division, and the Oil and Gas Regulatory Authority (OGRA) will jointly develop the governance structure, operating procedures, and legal framework before the fund becomes fully operational.

The government has also initiated coordination with relevant federal and provincial institutions for the implementation of the fund. Provincial governments have been requested to facilitate the receipt of voluntary contributions, indicating that the PPSF may receive donations alongside government resources.

While the establishment of the fund marks an important policy initiative, officials have yet to announce its initial size, funding sources beyond voluntary contributions, or the specific conditions under which accumulated resources will be deployed to stabilize domestic petroleum prices.

The creation of the Petroleum Price Stabilisation Fund reflects the government's broader strategy to strengthen energy price management, improve fiscal planning, and reduce the impact of global oil market volatility on consumers and the national economy.
